Zycg.gov.cn, the official web portal of the Procurement Center of the Central People's Government of the People's Republic of China(PCCG), has been built under the guidance of Chinese Central Government leaders.

The PCCG which was constituted based on the stipulation of The Notice of carrying out Government procurement System Implementation Plan within Central State ministries and commissions comprehensively, issued by the State Council Office and The Reply to constitute Central Government Procurement Center under the Government Offices Administration of the State Council, has been established officially on January 10th, in 2003. It is a procurement implementing agency for the Central State ministries and commissions. Meanwhile, it is a registered independent enterprise legal corporation.

It is primary responsibility for the PCCG to purchase and provide goods and services within purchase catalogue for various Central State ministries and commissions, set up the centralism purchase working instruction, train the centralism procurement business personnel, handle other procurement business and so on. There is no any charge for implementing centralism procurement business. At present, the PCCG is composed of General Department, Synthesis Department, Procurement Department I, Procurement Department II, Procurement Department III and Information Technical Department.

The General Department is responsible for the management of the PCCG’s interior secretaries, the human resource affairs, security, safety, administration and the government procurement records; It is responsible for the calculation and the management of the central finance funds, procurement funds of government and the bid cash security; It is responsible for the centralism procurement business personnel's training; It is responsible for the PCCG’s promotion; Ii is responsible for the foreign exchange and the cooperation; It is responsible for undertaking the central party committee's routine work.

Synthesis Department is responsible to investigate and enact the formulation working instruction; It is responsible to compile, plan and implement the establishment centralism purchase; It is responsible for the government procurement fundamental researches; It is responsible to verify the tender document and judgment report; It is responsible for the PCCG’s legal affairs and purchase contract drafting; It is responsible for supervisory work of expert database and supplier database.

Procurement Department I is responsible for centralism purchase work of information products, mainly including computers, servers, scanners, the projecting apparatus, the photographic equipment, the program controlled switch, the printer, the network equipment, the duplicator, the facsimile machine, the printing equipment, the computer common software, the computer information system engineering and so on.

Procurement Department II is responsible for centralism purchase work of office things and office equipment, mainly including automobiles, monomer air conditions, office furniture, switching equipments and so on; It is responsible for centralism purchase and daily supervisory work of the service projects, mainly including the automobile services, the automobile refuels, the automobile insurances, printing, the conference services and so on.
